  18. <p>     There was good news and bad news for Washington Mayor Marion
  19. Barry last week. The good news is that U.S. Attorney Jay
  20. Stephens decided not to seek to retry him on 12 cocaine and
  21. perjury charges that deadlocked a jury last month. The decision
  22. was a relief to those who feared a second trial would rekindle
  23. racial tensions that have cooled in recent weeks. The bad news
  24. for Barry is that Stephens indicated he would recommend a
  25. prison term, unusual for a first misdemeanor, when the mayor
  26. is sentenced next month on the single count of cocaine
  27. possession for which he was convicted. Though he is running for
  28. the city council, his chances seemed to dwindle after the
  29. Democratic mayoral-primary victory of Sharon Pratt Dixon, who
  30. campaigned on a promise to end the Barry legacy. That would be
  31. good news for Washington.
